What is a conformity inspection?

The conformity inspection (RGIE Part 6, Chapter 6.4) verifies that an electrical installation complies with all requirements of the General Regulations on Electrical Installations before its initial commissioning.

Electrical compliance testing using professional test equipment

Administrative checks
Verification of single-line diagrams, position plans, EAN code and full installation file.

Visual inspection
Inspection of cable integrity, safety distances, signage, protection devices and equipment installation.

Tests and measurements
Insulation measurement, earth resistance, conductor continuity, residual-current device test, loop impedance check.

When is the conformity inspection mandatory?

The RGIE requires a conformity inspection before commissioning in the following cases:

New installation

New construction, new building: every installation must be accepted before initial use.

Major modification

Adding a circuit, non-identical replacement of a panel, installing PV panels or EV charging points.

Power upgrade

Any request to upgrade the connection power to the public distribution network.

Non-domestic installation

Offices, shops, workshops, industries: mandatory periodic inspection every 5 years (annually for some).

MAJOR modification

→ Conformity inspection mandatory before commissioning

  • Adding an electrical circuit
  • Non-identical replacement of a panel
  • Photovoltaic installation
  • EV charging point
  • Domestic storage battery
  • Change of earthing scheme

NON-major modification

→ No mandatory inspection, but a written description must be kept

  • Adding a socket to an existing circuit
  • Identical replacement of equipment
  • Adding a light point on an existing circuit
  • Identical replacement of a panel

Documents to prepare for the inspection

To obtain a positive conformity report, the following documents must be presented to the inspector:

Single-line diagram

Representation of the installation: circuits, sections, protections, RCDs, sources (PV, battery, inverter).

Position plan

Plan showing the physical location of each element: panels, sockets, lights, switches, fixed machines.

EAN code

18-digit code identifying your connection, available on your energy bill.

Technical documentation

Datasheets of installed equipment, equipment conformity certificates.

Good to know: Certinergie does not charge any extra for drawing the mandatory sketches for installations dating from after 1981.

What our inspector checks

The conformity inspection follows a strict protocol defined by the RGIE (Part 6, sections 6.4.2 to 6.4.5).

01

Administrative checks

  • Completeness of single-line diagrams
  • Up-to-date position plans
  • Connection EAN code
  • Equipment technical documentation
  • Conformity certificates

02

Visual inspection

  • Integrity of cabling and conduits
  • Suitability of cable cross-sections Adequate IP protection rating
  • Safety distances respected
  • Distances de sécurité respectées
  • Signage and circuit identification

03

Measurements and tests

  • Circuit insulation resistance
  • Earth electrode resistance
  • Continuity of protective conductors
  • RCD (30mA) operation
  • Fault loop impedance

RGIE 2026: new requirements from 1 April

The Royal Decree of 6 October 2025 thoroughly amends Books 1 and 2 of the RGIE. These changes directly affect conformity inspections, particularly for installations involving direct current (DC): photovoltaics, storage batteries, EV charging points.

  • New DC earthing schemes (TN, TT, IT)
  • Adapted protection against DC shock
  • Strengthened requirements for PV and batteries
  • Updated graphic symbols

Frequently asked questions

The conformity inspection (RGIE 6.4) verifies that a new or modified installation complies with the RGIE before commissioning. The sale inspection (RGIE 6.5) is a periodic inspection performed when a property is transferred. Both produce an official report, but the inspection scope differs.

You receive a report listing each issue with the relevant RGIE reference. You must correct the defects and request a new inspection. The installation cannot be commissioned until it is declared compliant. The re-inspection must be carried out by the same body.

Yes, single-line diagrams and position plans are mandatory for a conformity inspection. Without these documents, the report will automatically be non-compliant. Your installer should normally provide them. See our guide on electrical diagrams for more information.

Yes, installing a photovoltaic system is considered a major modification. A conformity inspection is mandatory before commissioning. With RGIE 2026, requirements for direct current (DC) are further strengthened.

A positive conformity report for a domestic installation is valid for 25 years. For non-domestic installations, a periodic inspection is required every 5 years (or annually for some higher-risk installations).

Yes, and it is even recommended! The installer’s presence eases the inspection: they can explain technical choices, present documentation and immediately fix some minor points if needed.

Yes, any request to upgrade the connection power on the public distribution network of a residential unit requires a prior conformity inspection, in line with the RGIE.
