The title indicates whether the certificate pertains to an existing or new residential building.

The certificate number and its validity period: all certificates are recorded in the central database managed by the Wallonia Public Service.

These five technical indicators provide a detailed assessment of the various components of your home’s energy performance. Each indicator is rated on a qualitative scale that helps you identify strengths and priority areas for improvement.

The contact information for the authorized certifier (existing building) or the EPC officer (new building). Their signature is required and ensures compliance with a specific procedure.

A summary of the rules regarding the requirement to provide an EPC certificate:

  • Mandatory for sales and rentals

The specific annual primary energy consumption per square meter. This is calculated by dividing the total theoretical energy consumption by the heated floor area. This value is represented by an energy rating.

Without documentation, the certifier applies penalising default values. For example, wall insulation without evidence is treated as non-existent (U = 2.5 W/m².K), whereas with an invoice or accepted grant application, the actual value can drop to 0.24 W/m².K.

The Walloon EPC protocol defines precise rules to determine which spaces belong to the “protected volume” (PV) and how habitable areas must be measured.

  • Verandas follow the same rules as other rooms

ICAR system mandatory

Since 1 July 2023

Every address must be registered in ICAR (Centralised Inventory of Addresses and Streets) before the EPC certificate can be issued.

Partial EPC certificate

For common areas in co-ownership

In Wallonia, co-ownerships can request a partial report to assess the common areas (roof, façades, collective heating…).

Important : A new partial report invalidates the EPC certificates of the units concerned, which must be reissued to incorporate the new data.

Existing buildings

A building whose planning permit application was submitted before 1 May 2010. The certificate is issued by an accredited EPC certifier using PACE software, during a mandatory on-site visit.

New buildings

Any construction whose permit was filed after 1 May 2010. The certificate is issued by the EPB Officer using EPB software, based on site and architect data. Minimum requirement: class B.

The Walloon EPC certificate is valid for 10 years from its issue date. It becomes invalid if: (1) a new certificate is issued, (2) works subject to a planning permit are carried out (extension, rebuild, deep renovation), (3) a new partial report is issued for the co-ownership. After significant energy works not requiring a permit, it is recommended to issue a new EPC to capture the improvements.

Without acceptable evidence, the certifier applies often-penalising default values. To optimise your EPC, gather: grant applications accepted by Wallonia (insulation, heating), original invoices showing equipment age, technical data sheets for insulation materials and equipment, compliant air-tightness tests, and CWAPE certificates for solar PV or CHP. The certifier must send you the list of acceptable evidence 5 days before the visit.

Most residential properties are subject to it for sale or rental. Legal exceptions: listed heritage buildings, temporary structures (<2 years), unheated industrial/agricultural buildings, places of worship, dwellings smaller than 18 m² without a private water point. Inheritances and donations do not trigger the obligation, except where advertising occurs. A dwelling must have private access, at least one water point, and more than 18 m² to qualify as an “EPC unit”.

Yes, but we recommend waiting until energy works are complete (insulation, heating, glazing) so that the certificate reflects post-renovation performance. An EPC issued before works will not capture future improvements. If works require a planning permit, the existing EPC becomes invalid anyway and must be reissu

The certificate reports theoretical consumption, calculated under standardised conditions (constant 18°C, climate type, fixed occupancy) to enable an objective comparison between dwellings. Actual consumption depends on occupant behaviour (preferred temperature, habits), climate conditions of the year, and number of occupants. This is normal and intentional: the EPC compares buildings, not behaviours.

The partial report describes collective installations (collective heating, DHW) that supply several dwellings. It is an essential supporting document for issuing the EPC certificate of each apartment served by these installations. It is drawn up by an accredited certifier and is also valid for 10 years. The owners’ association must make it freely available to every owner. If a new partial report is issued, individual certificates based on the old one become invalid.
