What is BRUGEL certification?

In the Brussels-Capital Region, to benefit from the green certificate mechanism, your photovoltaic installation must be certified as a “green electricity production installation”by an Accredited Certification Body (ACB).

This certification attests that your installation meets all technical and administrative conditions so that the electricity produced can benefit from green certificates. It is BRUGEL, the Brussels energy regulator, that oversees this mechanism.

Important

It is the RGIE inspection date that determines the commissioning date and fixes the green certificate allocation rate for the entire eligibility period (10 years). Don’t delay submitting your application!

Prerequisites before certification

Before submitting your BRUGEL certification application, you must have completed these two mandatory steps:

1. RGIE Electrical Inspection

National obligation: your production installation must be inspected by an accredited inspection body (compliance report, electrical diagram, location plan).

This inspection verifies the electrical safety and compliance of your installation.

2. Sibelga Attestation

Regional obligation: Sibelga confirms the replacement of the meter with a smart meter, any network reinforcements, and that the installation can be connected safely.

Sibelga also activates the injection register and verifies compliance with C10/11 Synergrid conditions.

New since 1 January 2026

Any PV installation ≤ 5 kWp must have been carried out by a RESCERT-certified installer to be certified and benefit from green certificates. Exception: a quote or invoice dated 2025 allows you to benefit from the former regulations.

The certification procedure in 3 steps

Certinergie handles your application from A to Z. Here are the steps of the BRUGEL certification:

  • Application submission

    Complete our certification application form with the required documents: copy of the holder’s ID, RGIE inspection report, Sibelga attestation, installer invoices, technical datasheets of panels and inverters.

    This form serves as your order. An invoice will be sent to you.

  • File analysis (+ visit if applicable)

    Certinergie has one month to analyse whether the file is complete and compliant. If additional documents are needed, you have 2 months to provide them.

    PV installation ≤ 36 kWp
    No visit required. The start date for GC counting corresponds to the RGIE report date.

    PV installation > 36 kWp
    Mandatory visit. The ACB verifies compliance on-site, seals meters and reads indexes.

  • Closure and activation

    If everything is in order, Certinergie issues the compliance attestation and transmits your file to BRUGEL. Then:

    • BRUGEL sends you an activation email with access to the ’BRUGEL Extranet to manage your green certificates (balance, history, sale).
    • Sibelga gives you access to Greenmeter to manage your installation (transmission of indexes, production history)
    • You can sell your green certificates to an energy supplier or to Elia and make your investment profitable.

What to do with your green certificates?

Once your installation is certified, you receive green certificates for 10 years. Here’s how to monetise them:

Self-consumption

Optimise your consumption by programming your appliances when the sun shines. Reduce your electricity bill to the maximum.

Sale of injection

Sell the surplus electricity injected into the grid by setting up a buyback contract with your energy supplier.

Sale of green certificates

Sell your GCs to an energy supplier or to Elia. Submit your production indexes via the Sibelga Greenmeter platform.

Frequently asked questions

The RGIE inspection is a mandatory electrical safety inspection at national level. The BRUGEL certification is a Brussels regional procedure that certifies your installation as a “green electricity production installation” to obtain green certificates. Both are required: the RGIE inspection is a prerequisite for BRUGEL certification.

The ACB has one month to analyse the complete file. If additional documents are requested, you have 2 months to provide them, then a new one-month period applies. For installations > 36 kWp, the visit must take place within the month following notification of a complete file.

PV installations ≤ 36 kWp are exempt from a visit. Only administrative file processing is required (€200 incl. VAT). Installations > 36 kWp require a certification visit in addition (250€ incl. VAT), for a total of €450 incl. VAT.

  • Copy of the holder’s ID (front and back)
  • RGIE inspection report (electrical compliance)

You receive green certificates for 10 years from the commissioning date (determined by the RGIE inspection date). The allocation rate is fixed for this entire period.
